The ASEAN Chamber of Commerce & Industry Malaysia (ACCI) is authorized by the Ministry of Investment, Trade and Industry (MITI) to issue Non-Preferential Certificates of Origin (NPCO), verifying that goods exported from Malaysia meet the origin criteria for international trade.

What is NPCO?

Certificates of Origin issued by the Asean Chamber of Commerce & Industry (ACCI) are referred to as Non-Preferential Certificate of Origin (NPCO).
ACCI is authorised by the Ministry of Investment, Trade & Industry (MITI) to issue NPCOs for goods exported to any country in the world. They can be applied at our main office

Exporters, either Manufacturers or Traders, who wish to apply for a Certificate of Origin must register as a CO Customer with ACCI prior to applying for CO Endorsement.
Registration is open to both ACCI Members and Non-Members.

Criteria for Determining Origin of Goods for NPCO:

  • Manufacturers or traders registered with Suruhanjaya Syarikat Malaysia (Companies Commission of Malaysia)
  • Product which meets rules of origin:
    1. Manufactured in Malaysia and use 100% local materials; OR
    2. Manufactured in Malaysia through a transformation process which alters the tariff code classification at six (6) digit level; OR
    3. Manufactured in Malaysia and contains at least 25% local materials

*Exporters are required to submit Cost Analysis and required supporting documents for the products

Submission of NPCO for Endorsement

Once registration is approved, exporters may submit the required documents for NPCO endorsement:

  • Original CO Form (2 copies, completed, signed, stamped)
  • Commercial Invoice (signed & stamped)
  • Packing List (signed & stamped)
  • Customs export declaration (Borang K2)
  • Bill of Lading / Airway Bill
  • Any other documents that ACCI may deem necessary
  • Checklist 1B

⚠ī¸ Important Notes

  • ACCI will retain one copy of original CO and the above listed supporting documents. Please ensure a clear copy is prepared for ACCI retainment during submission
  • ACCI will only accept applications for endorsement of NPCO for shipments within a month after the date of export. Applications for endorsement of NPCO before the date of export will not be entertained except for air shipments
